The Health Assets’ Executive Advisory Board offers industry leaders the opportunity to assure that the highest ethical integrity is maintained in all policies and procedures. Advisory Board members are invited to participate, without compensation, based on their own track records of knowledge, experience and ethics. Each offers a unique view into behavioral health. 

Robert E. Goff - Chair
Mr. Goff currently serves as CEO of University Physicians Network, LLC (UPN) in New York City, an organization of over 1,400 physicians engaged in supporting the private practice of medicine and its relationship with managed care companies. His career has spanned a wide range of leadership positions as a hospital administrator, regulator, managed care executive, consultant and association executive. He is an adjunct professor, instructing in Managed Care and Healthcare Strategic Planning and a frequent lecturer to physicians and community organizations. As an entrepreneur he has been responsible for the development of numerous health care businesses, including one of the first for-profit HMOs in New York State, one of the earliest physician practice management companies, the first network model Medicaid managed care plan, as well as a variety of provider based health care business initiatives.

William Rockwood, PhD
Dr. Rockwood is the Executive Director of Senior Hope, a NYS licensed clinic working, uniquely, with Senior Citizens experiencing alcohol and other addictions issues. Dr. Rockwood has been a leader in the treatment of alcoholism in New York State. He is a retired professor of biology at Russell Sage College. He has served as an advisor to governmental, academic and behavioral health organizations on the needs of older citizens as well as the complexities of providing appropriate care. His advisory positions have included New York State National Association of Social Workers, The Guardian Society and he serves on the board of Jewish Educational Resources of New York and the Institute for Professional Development in the Addictions.

Barbara Sarah, LCSW
Ms. Sarah is an oncology social worker who founded the Oncology Support Program at Benedictine Hospital in Kingston, NY in 1994, two years after her own breast cancer diagnosis. She is a certified Constructive Living instructor and currently teaches "Eastern Strategies for a Positive Life" at Bard's Lifetime Learning Institute. She has a private practice in Constructive Living as well as Third Opinion, a cancer consultation service, and is active in a wide range of community activities. In 2007 she was given a Lifetime Achievement Award by the New York State Chapter of the National Association of Social Workers. 

Barbara Blair
Ms. Blair is a highly motivated, dynamic professional as well as the co-founder and Chief Executive Officer of CyberStaff America, LTD. CyberStaff America, LTD is a leading technology staffing, and training consulting company. It is a privately held, WBENC (Women Business Enterprise National Council) certified Women owned Business and the second largest WBE with sales to Merrill Lynch exceeding $52MM in 2001. Founded in 1995, it is the second successful consulting organization developed by Barbara Blair. Barbara and CyberStaff have built a reputation of providing qualified consulting support, as well as Professional Services for Training and Development to Fortune 500 clients. Barbara chairs numerous Advisory Board Committees for women organizations and is a frequent speaker at the Harvard Business School Club of Greater New York, IT and Women in Business seminars held throughout the country. Barbara received the Ellis Island Medal of Honor for distinguished service.

Ex-officio – Carmel Gold, LCSW
Carmel L. Gold, LCSW, BCD is the President and Chief Executive Officer of The Health Assets Companies – Health Assets Management, Inc. and Health Assets Recovery, Inc. The combined energies of the Health Assets companies offer behavioral health providers a total professional support system. Services consist of all back-office functions, including billing, collections, authorizations, credentialing and practice management.

Ms. Gold has been influential in the development of many of the policies regarding services for mental health and substance abuse in the State of New York. She was the director of mental health for a New York based HMO serving over 100,000 members, and was the developer of the integrated model for medical and behavioral health for a complementary health care company based in New York and Florida. She is nationally recognized as an expert in Managed Behavioral Care, Capitation, and Public/Private partnerships in Health Care.
